Combine orange rind, lime rind, tequila, sugar, and warm water in a sip-lock bag. Add the fish to bag; seal and marinate in refrigerator for 30 minutes; turning occasionally. Remove fish from bag; discard marinade. Sprinkle with salt and pepper. Heat oil in a large skillet over medium-high heat. Add fish; cook 4 minutes on each side or until fish flakes easily. Break fish into chunks.
Combine mayo, cilantro, juice, and chipotle.
Warm tortillas. Divide fish evenly among tortillas; top with arugula and mayo mixture.
